I think I'll concede on the FMDS plus dragon strategy being better than air galleys. I tinkered with FMDS to see how it worked but haven't really mastered it. I just don't like it as a matter of taste. It's perfectly legal and not cheating but it just feels wrong to me. I'm pretty sure the developers didn't even realize that free movement worked like this on ships.

I've been thinking about Dwarf Firstborns. Their main wakness is low movement, right? Well, ever thought about loading a few on a ballon (32 movement, vision 3)?

Just forgotten to answer the main question:
I like:
1) Human Air galley (since the day I caught 7 warlords and one priest with one *grin*)
2) Red Dragon (Chaos when you manage to get one behind the enemy lines, which is not very difficult for a flyer)
3) Incarnate (More Chaos *evilGrin*)
The Rest of lvl4-Units depends on the map. Each has its uses (even Undead Reaper: You have a lvl5-Spellcaster with low attack as opponent and you're Reaper will be a Herokiller)

So what about level 4? A wraith can't even be hurt by 8 red dragons, 8 ice drakes, 8 Nature Elementals, 8 Basilisks, 8 First Borns, 8 Karaghs and 8 reapers! (neither can the Incarnate, for that matter)

Nature Elementals are very strong, but they can be defeated. They have no ranged attack, for example, so the Red Dragon and Air Galley can easily kill them. I like them a lot, but not as much as my top 3.

Because apart from Dominate, the Incarnate is immune to all of the Yaka Avatar's attacks.
