This is something that I cannot find explained anywhere, but what exactly do terrain bonuses and penalties do?

I took this information from page 11 of The Official Strategy Guide for AOW2:WT...
The Following Table lists the movement costs (in MP per hex) over terrain types for any non-flying unit:

Terrain gives a slight morale bonus/penalty to certain races. If the terrain is "racial friendly" units gain +10 Morale; if the terrain is "racial hostile" units lose -10 Morale. If possible, move low-morale parties onto terrain that is "racial friendly" to the troops. Here is a race/terrain table:

My information on morale was taken from chapter 7 of the game manual for "Age Of wonders II : The Wizard's Throne".
Terrain bonuses/penalties apply to Unit, Party, and City Morale.

Insufficient Upkeep.......................................-10 Per Turn (Max -50)
Unit with Bard's Skills in Party......................+30
Each Hostile Unit in Party..............................-10
If a unit's morale gets low enough then there are additional penalties to that unit's defense and resistance stats.
A unit morale of "poor" carries a penalty of -1 defense and -1 resistance.
A unit morale of "terrible" carries a penalty of -2 defense and -2 resistance.

Each party has an overall morale value that is roughly equal to the sum of all individual Unit Morales in the party. High-level units exert more influence in determining the total Party Morale than low-level units do. If the unhappy units are stronger than the happy units, the Party Morale will slip into Unrest. If the unhappy units are at least twice as strong as the happy units, the Party Morale will slip into Unruly. If the party status ever drops down to the levels of Unrest of Unruly, there is a chance each turn that units in the party will abandon you.
