I think the four para-elements are
ice (water and air)
magma (fire and earth)
mudd (water and earth)
smoke (fire and air)
would be to spesific to devide spells like that.
maybe a spell such as cloud of ashes ( provides concelment) would go only to wizards who posses a combo of elements and not just a single element).

I think there might be more than 4 but I can't really think of any... Anyways, where would lightning spells fit in?

Yeah they should have wizards that are half fire half earth or something like that. Now that you can't mix spheres there so much less customization. Artica should have been half water half air.

I still wish for para-elemental wizards with limited power from 2 type spheres oposing a specialist/elemental wizard with access to the highest lvl spells in his sphere . it worked in AoW as I recall. Maybe the elemental wizard will be able to cast the higher lvl spells with reduced cost, since it takes so long to cast them and they are pricy to upkeep. 4 spheres (3 elements plus cosmos) might be to much and 3 alot aswell. No opsing elements of corse, like fire and water.

I consider spell trading unbalancing. part of the chalange of playing the undead for example with their natural chice of spheres (death and fire) was the lack of healing spells, they had this disedvantage to balance their advantages (imunities and regeneration among others). I played as Mendor and until I had peace with Julia, battles were more of an issue , since each battle left my troops wounded so I couldn't rush into the next battle so quick.
The paraelemental concept is just for better representing some wizards (like Artica. In game play it would also changes things, you can get access to midlevel spells of 2 spheres or the higest level for a single sphere, from my experiance it changes game style. plus, spells like ash cloud could go only to paraelemntals (fire and air), ice shards(water and air). there should be some balaning factor, so single element wizards get something aswell (maybe seven level spells is enough). it aslo does justice to the racial choices- elves have strong ties to nature but are also magical and peacful, so life/earth/cosmos can all fit somewhere, on the other hand races like azracs (not present) lizardman (missed alot), undead can be easily tied to a singal sphere.
It's not just about which spells you get, but also which you research first, since through peace , you can get cross sphere spells or even opossed sphere spells.
