This is the mod-pack called Heavenly Ruleset that FoodStamp made in December 2001. For some reason it never got uploaded to the archives back then, so I'm doing that now.
There's a thread in the mod pack forum with information, help and tips regarding this mod and the installation/use of it. For example, note that the mod works different (intentionally) if you switch to it from the standard rules than if you switch from Warlock's rule-set. Here's the discussion thread: Heavenly Ruleset is finished, and ready to download!.

FoodStamp wrote this description of the Ruleset:
What can you expect out of the Mod Pack? A totally different feel. From map making to game play, it is a total change.
I will touch on a few of the changes here, but there are so many you will have to use the ruleset to experience them all.
Map Making
You now have more structures and units to add to your maps. Not to mention, swamp and jungle tiles.
You can assign any ability to a weapon or hero in the editor. You can also do the same for leaders.
Game Play
It is compatible with all of your old favorite maps from 1.36.
There is less of a gap between 1st level units and 4th level units as far as abilities and stats go.
The units are more race based, instead of creature based.
Your heroes will progress as fighters, wizards or clerics.
That is just the beginning to everything you will find in this mod pack. Give it a try and tell me what you think. (be sure you have warlock's rules installed first ;))
