I am playing the Campaign and built my first Builder unit during the United Cities map. I was able to construct both a Tower and a Shipyard, but I could NOT create roads. The "Cost" and "Time" column showed a "-". I then figured that the scenario designer disabled building of roads. I just started the Earthquake scenario and started with 3 Builder units - but again unfortunately I can not construct roads. Is road building broken in this game? I am running version 1.36.0053. Thanks.

Have you ever been able to build roads in Age of Wonders? If so, then there is a bug or you haven't played in so long you've forgotten how. If the latter, or you've never done it, read below.
The cost is variable, which is why it shows up as "-". You must select "Build Roads", then click once on the map to give the path the builder will follow. You will then hear a *dunk* sound, and a message in the bottom-left will show you how much it will cost. Click again to cause the builder to actually build roads. Note, if you do not have enough gold, or the builder does not have enough movement points for the path you select, it will not work.

Exactly like that -- the builder builds roads in hexes it goes through.
I can only add: it won't build roads in the underground. Other things (towers and shipyards + reconstructing razed buildings) can be still built there, though.

Actually no since this is the first time I am playing the game! Thank-you very much for explaining how road building works - it is not very intuitive in this game.

Yes I have already discovered these articles. Thanks anyway. By the way I am very impressed with AOW 1 - I can't wait to play the next 3 expansions!
